Article 1 In order to further promote the theme education of "not forgetting the original intention and keeping in mind the mission", promote the comprehensive and strict governance of the party to in-depth development, further purify the political ecology, and promote the continuous improvement of party style, political style and social atmosphere, in accordance with the "Code of Integrity and self-discipline of the Communist Party of China", "some guidelines on Inner-Party political Life under the New situation", "regulations on Disciplinary actions of the Communist Party of China", "regulations on Inner-Party Supervision of the Communist Party of China" and other national laws and regulations, as well as the "the People's Republic of China Supervision Law" and other national laws and regulations, these regulations are hereby formulated to resolutely resist and seriously investigate and deal with the behavior of "playing a sign" brand "in the name of leading cadres.

Article 2 It is strictly forbidden for anyone to "play a sign" to handle affairs. It is strictly forbidden for relatives of leading cadres, staff around them, other specific related persons and other personnel to use, falsely use or embezzle the names of leading cadres to interfere in market economic activities such as project construction contracting, land transfer and mineral resources development and utilization, government procurement, pharmaceutical purchase and sale, real estate development and operation, administrative licensing, capital lending, paid intermediary, and so on. Intervene in organizational and personnel work such as cadre promotion and post change, intervening in judicial activities, discipline enforcement activities, etc.

Article 3 It is strictly forbidden for any unit, especially state-owned enterprises and financial institutions, to appoint relatives of leading cadres to specific positions in violation of regulations, and to use their identities to run relationships and do business. For those who use the relatives of leading cadres to "play brands" or "hunt" leading cadres, the main responsible persons of relevant units shall be seriously investigated for responsibility.

Article 4 Leading cadres shall take the lead in resisting the act of "playing the brand. Leading cadres should report to the organization the situation of their relatives doing business and running enterprises in the areas and business areas under their jurisdiction. It is not allowed to connive at or acquiesce in others to play their own "brand" to do things. Anyone found to be playing their own "brand" to do things, should immediately stop and report to the organization.

The spouse, children and spouse of a leading cadre, in violation of relevant regulations, engage in business activities that may affect his or her fair performance of official duties in the area and business scope under the jurisdiction of the leading cadre, or in a wholly foreign-owned enterprise or Sino-foreign joint venture within the area and business scope under the jurisdiction of the leading cadre, Holding a senior position appointed or appointed by the foreign party or holding a part-time job in violation of regulations, the leading cadre shall make corrections in accordance with the regulations; if he refuses to make corrections, he shall resign from his current position or be adjusted by the organization; if he does not resign from his current position or does not obey the organization's adjustment of his position, he shall be given the sanction of dismissal.

Article 5 Relevant units and personnel shall resolutely resist the act of "playing the brand. Those who "sign up" should all "do not believe, do not see, ignore, or do not do it", and register the relevant situation and report to the organization in a timely manner. Those who violate the regulations and handle relevant matters for the "brand" personnel shall be seriously investigated for responsibility; those who take the initiative to create conditions and provide opportunities for the "brand" to handle affairs shall be dealt with strictly.

Article 6. Severely crack down on fraudulent use and embezzlement of leading cadres to handle affairs or acts of swindling leading cadres and their relatives and friends.

Article 7 Increase the punishment for the act of "playing the brand. For those who seek benefits by "playing a brand", after verification, the following methods shall be adopted according to the circumstances:

It is listed as a reduced item in the bidding evaluation method; its qualification to participate in the corresponding bidding project is canceled; the corresponding bidding project is determined to be invalid according to law; if the circumstances are serious and the nature is bad, it shall be included in the "blacklist" or reduced according to law Its market subject's integrity evaluation level restricts its market access qualification for a certain period of time; the illegitimate economic benefits obtained are recovered according to law; the position, title, honor, qualification and other benefits obtained shall be corrected in accordance with the provisions.

Article 8 Seriously investigate and deal with false accusations. Those who falsely accuse others of "making a sign" shall be seriously investigated for responsibility in accordance with discipline and law; those who have been falsely accused and the leading cadres involved shall be clarified and corrected within a certain range.

Article 9 Strictly implement work responsibilities. Party committees (leading party groups) at all levels should earnestly fulfill their principal responsibilities and strengthen the education, management and supervision of leading cadres and relevant personnel. If you find the signs and tendencies of "playing the brand" to handle affairs, you should remind and correct them early. If the implementation of these regulations is not effective, resulting in frequent occurrence of "branding" and strong reaction from the masses, the relevant units and leading cadres shall be held accountable.
