1. The red envelope gift money referred to in this notice refers to the gift money, consumption card, electronic red envelope and securities, equity and other financial products sent by management service objects, subordinate units and individuals, as well as other units and individuals related to the exercise of their functions and powers.

The receipt and delivery of other property and special resources such as rare and special products that obviously exceed the exchange of gifts shall be handled in accordance with the spirit of this circular.

In 2. official activities such as administrative examination and approval, project management, fund allocation, selection and employment, discipline and law enforcement, study and training, inspection and assessment, supervision and inspection, and public services, party members, cadres and public officials who receive red envelopes and gifts shall be removed first. 3. party members, cadres and public officials who receive red envelopes and gifts during non-official activities such as holidays, birthdays, hospitalization, weddings and funerals shall be removed from office before treatment.

Party members, cadres and public officials who give red envelopes as gifts will 5. be investigated and dealt with together. Among them, those who are given away with public funds shall be given heavier or heavier treatment to those responsible.

Party members, cadres and public officials who receive and send red envelopes and gifts shall be dealt with in accordance with Article 88 and Article 89 of the regulations on Disciplinary actions of the Communist Party of China. Those who ask for red envelopes and gifts will be dealt with severely or aggravated; those suspected of job-related crimes will be transferred to judicial organs for handling.

After the 7. clean government account is canceled, the red envelope gift money that cannot be rejected due to special circumstances shall be submitted to the discipline inspection and supervision agency (institution) within 10 working days from the date of receipt in accordance with the cadre management authority, and make a statement.
